Consult Widely, DCJ Owiny-Dollo Tells New Chief Registrar

KAMPALA: Deputy Chief Justice, Hon. Justice Alfonse Chigamoy Owiny-Dollo advised the in-coming Chief Registrar of the Judiciary, HW Esta Nambayo, to always engage and consult widely as she goes about her new role.
The DCJ also advises that before transferring the lower-cadre Judicial Officers,the Chief Registrar needs to send those affected an advance notification to help them prepare to move to new stations.
He also says all Judicial Officers should be in position to serve in any part of the country anytime, not the tendency of having a category of officers deployed only around Kampala and another category that is deployed only to upcountry stations.
The DCJ made the remarks at a small ceremony at the Court of Appeal at which HW Nambayo handed over her Registrar Court of Appeal office to Deputy Registrar, HW Agnes Nkonge.
HW Nambayo, who is now set to assume her duties as Chief Registrar beginning September 2018, expressed her readiness to work with all Judicial Officers and other Judiciary stakeholders.
She enumerated a number of achievements and challenges as Registrar Court of Appeal in a handover report to her successor.
Several Justices of Appeal who were at the handover appreciated HW Nambayo's role at the Court and wished her well in her new role.
Hon. Justice Owinyi-Dollo said HW Nambayo's composure and strong personality would help her manage the Chief Registrar Office. "Esta is soft-spoken, she has a composed personality, she knows what her target and goes for it," he said.
The Justices equally welcomed HW Nkonge to the Court of Appeal.
